Muscle building is a tricky process, it is hard and can take a lot of time and work. Especially, for the skinny fat body type, skinny fat means having low muscle mass and high body fat.
Generally, in this body type, fat distribution is uneven. As a beginner what you can do is build muscle and lose fat, by prioritizing healthy eating and working out regularly.
Eating food that is low in fat and high in protein will be a good start. Also, while dieting remembers to be in a deficit of at least 10% of your normal consumption calories.
Focus on training compound movements and getting stronger doing cardio can also help to speed up the process about 15-20 mins should be good.
